The Government of Ghana and the Government of Japan have signed a ¥402 million (approx. USD 2.6 million) grant agreement to advance human capital development under the Japanese Grant Aid for Human Resource Development Scholarship (JDS) Programme.
The agreement, signed at Ghana’s Ministry of Finance in Accra, marks the launch of the third batch of the fourth phase of the JDS Programme. This initiative supports the training of young Ghanaian professionals through graduate studies in Japan, contributing to institutional capacity-building and public sector reform.
Speaking at the ceremony, Finance Minister Dr. Cassiel Ato Forson expressed appreciation for Japan’s consistent development support. He emphasized the alignment of the JDS Programme with Ghana’s strategic goals to build a resilient, knowledge-driven economy.
Dr. Forson also noted that Ghana’s sovereign credit ratings are expected.

Leading the Japanese delegation, JICA Executive Senior Vice President Miyazaki Katsura reaffirmed Japan’s long-term commitment to Ghana’s development. She highlighted the importance of the JDS Programme in preparing a new generation of Ghanaian leaders to drive institutional reform and innovation.
The signing underscores the strong bilateral partnership between Ghana and Japan, and signals deeper cooperation in both education and infrastructure development.
